The Supreme Court has said social media users should be careful about its impact and reach as it dismissed a petition filed by actor and former Tamil Nadu MLA S. Ve Shekher, who is facing cases for sharing a Facebook post in 2018 allegedly containing derogatory remarks against women journalists. A bench of Justices B.R. Gavai and P.K. Mishra was hearing a plea filed by Mr. Shekher against the July 14 order of the Madras High Court which had dismissed his petition seeking quashing of criminal proceedings relating to the post shared by him.
"If one uses social media, then he should be more careful about its impact and reach," the bench told the advocate representing the petitioner. The lawyer argued that Mr. Shekher had put some medicine in his eyes on the date of the incident due to which he could not read the contents of the post which he shared.

The bench observed that one has to be careful while using social media. It said if someone find it is essential to use social media, then he should be ready to face the consequences also. In its order, the HC had noted Mr. Shekher is said to have "published/circulated an abusive, derogatory and vulgar comment in his Facebook account" on April 19, 2018 after which a complaint filed before the Chennai Commissioner of Police.
It had noted that an FIR was registered in the matter and other private complaints were also filed against him in various parts of Tamil Nadu. Before the High Court, Mr. Shekher's counsel had argued that he was not aware of the contents of the message that was sent to him and had merely forwarded the same from his Facebook account. His counsel had said that after coming to know of the derogatory remarks contained in the message, Mr. Shekher removed the contents within a couple of hours on the same day and had followed it up with a letter dated April 20, 2018 whereby he had tendered an unconditional apology to the concerned women journalists and also to the media.

The High Court had noted in its order that the counsel had submitted that during the pendency of matter, the petitioner was directed to file an affidavit tendering an apology which he did.

"A careful reading of the contents of the message that was forwarded from the Facebook account of the petitioner on April 19, 2018, showcases women journalists in a poor light. This court is very hesitant to even translate the message that was forwarded by the petitioner since, to say the least, it is despicable. The contents are highly derogatory against the press as a whole in Tamil Nadu," the High Court had said. It had further said, "We live in an era where social media has virtually taken over the lives of every individual in the world. A message sent/forwarded in the social media can reach the nook and corner of the world in no time."
The High Court had said that considering the stature of the petitioner, he was expected to be more responsible while giving statements or forwarding messages. "A message that is sent or forwarded in the social media is like an arrow, which has already been shot from the bow," it had said.

India-Canada row: The strained relations between India and Canada took a sharp downward turn on Tuesday as Canada's PM Justin Trudeau accused "agents of the Indian government" in the killing of prominent Khalistani leader Hardeep Singh Nijjar. The Sikh separatist leader was shot dead by unidentified shooters in June outside a Gurudwara in Canada's Surrey. The Indian government rejected the allegations and called them "absurd" and "motivated".
But, the Canadian government didn't stop at just accusations as they expelled the top Indian diplomat Pavan Kumar Rai, the head of the Research and Analysis Wing (RAW) from Canada. In a tit-for-tat move, the Government of India also summoned the High Commissioner of Canada to India and expelled a senior Canadian diplomat from India. Unlike the Canadian side, India didn't name the diplomat but as per people with knowledge of the matter, it is Canadian intelligence agency station chief Olivier Sylvestere.
The world has also started reacting to the whole fiasco with the United States and Australia expressing concerns about the allegations while Britain called it “serious allegations." “The US was deeply concerned about the allegations disclosed by Prime Minister Justin Trudeau," White House National Security Council spokesperson Adrienne Watson said.
"We remain in regular contact with our Canadian partners. It is critical that Canada’s investigation proceed and the perpetrators be brought to justice," the statement added.
“Australia is deeply concerned by these allegations and notes ongoing investigations into this matter," the spokesperson said in a statement. “Australia believes all countries should respect sovereignty and the rule of law."
Will the India-Canada row impact India's ties with the West .
With the growing concerns around the allegations by Canada and the reactions from the world, questions started arising if the incident would have any impact on India's relations with Western countries which seem to be going great as seen in the recent G20 Summit hosted by India. The experts were almost unanimous in saying that, the India-Canada row is purely bilateral and will not find much traction outside Canada. “It's very unlikely that India's ties with the wider West are going to be impacted. First of all, this is largely an India-Canada bilateral matter and India is raising this about [Justin] Trudeau's government not being responsive or sensitive to India's concerns on Sikh extremism for quite some time, so the tensions were simmering under the surface. Justin Trudeau seems to have approached this issue from a very personal vantage point where he is now coming out and accusing India of things when his internal investigation is not complete. I think it has more to do with Canada's domestic politics rather than what India may or may not have done and I don't think this would impact India's ties with the West," Professor Harsh V. Pant, Vice President of studies and Foreign Policy at Observer Research Foundation.

“Diplomacy doesn't get very much affected on issues like this unless the issue itself becomes so big that it can dwarf the positive relationship built between the nation-states. Yes, issues like these do arise from time to time in a nation's history which are dealt with in the diplomatic realm," Dr. Martand Jha, Doctoral Fellow at Russian and Central Asian Studies, School of International Studies, Jawaharlal Nehru University said.

“Personally, I don't think that issues like this have crossed the threshold of diplomatic ties which can derail the equations between the said countries," he added.

New Delhi: Union minister for parliamentary affairs Pralhad Joshi on Friday, September 1, said that a committee has been formed to examine the possibility of a system of “One Nation, One Election”, under which simultaneous elections would be held for the Lok Sabha and state assemblies. The idea of simultaneous elections is not new and has been advocated by the Bharatiya Janata Party (BJP)-led Union government as well as Prime Minister Narendra Modi in the past. The present committee, headed by former president Ram Nath Kovind, will be the fourth to examine the possibility of simultaneous elections.
Earlier, the prospect was discussed by the Law Commission, NITI Aayog, and a Parliamentary Standing Committee. “Right now only a committee has been constituted to discuss the topic of ‘One nation, One election’,” Joshi told reporters on Friday. “Once the committee comes up with a report, it will be placed in the public domain and a discussion will be held. When the report comes to parliament, it will be discussed in parliament as well. There is nothing to be nervous about, as discussions will be held. We are the world’s largest democracy and we are known as the mother of democracy. This is the evolution of democracy in the mother of democracy,” he said.
“The new issues that come in national interest need to be discussed in a democracy. This does not mean that such a system will be brought in tomorrow. We have not said that.”
It was announced on September 2, that the government has formed an eight-member committee to examine the ‘One nation, One election’ possibility.
Former President Ram Nath Kovind was appointed as chairman of the committee. Union home minister Amit Shah, Congress MP Adhir Ranjan Chowdhury, former Rajya Sabha LoP Ghulam Nabi Azad, former finance commission chairman N.K. Singh, former secretary general Lok Sabha Subhash C. Kashyap, senior advocate Harish Salve and former chief vigilance commissioner Sanjay Kothari are in the committee.
The notification added that law minister Arjun Ram Meghwal will attend the committee meetings as a special invitee. The idea of simultaneous elections is not new.
L The first few general elections post-independence were held simultaneously, with the state legislative assembly elections, according to a paper published by the Legal and Constitutional Affairs Wing of the Research & Information Division, Lok Sabha Secretariat. While the practice continued till 1967, due to the premature dissolution of some state assemblies in 1968 and 1969, the system of simultaneous elections was disrupted.
“Thus, since the 1967 elections, the practice of simultaneous elections to the Lok Sabha and the Vidhan Sabhas could not be maintained and the elections have still not been realigned,” the paper states.
Modi government’s three committees to study simultaneous polls , Since the Modi government came to power in 2014, simultaneous elections have been on the agenda.
The Modi government has already constituted three separate committees to look into the possibility of having a system for “One Nation, One Polls.”
In order to conduct such simultaneous elections, it said that there needs to be made appropriate amendments to the constitution, the Representation of the People Act 1951, and the Rules of Procedure of Lok Sabha and state Assemblies.
It also said that at least 50% of the states should ratify the constitutional amendments. It recommended advancing some state elections, and making adjustments in the schedule of others, a possible constitutional amendment for extending or curtailing the term of one or more legislative assemblies, and also suggested simultaneous motion of no-confidence in the incumbent government as well as confidence in alternative government, among others.

ISRO has geared up to launch its solar mission and send the Aditya-L1 spacecraft to study the sun on September 2 at 11:50 am. The Aditya-L1 will be launched from the same place where the Chandrayaan-3 spacecraft was launched, the Sriharikota spaceport.
Aditya-L1 spacecraft is designed to provide remote observations of the solar corona and in-situ observations of the solar wind at L1 (Sun-Earth Lagrangian point), which is about 1.5 million kilometres from the Earth.
It will be the first dedicated Indian space mission for observations of the Sun to be launched by the Bengaluru-headquartered space agency. The space agency said in a social media post that the spacecraft -- the first space-based Indian observatory to study the Sun -- would be launched by PSLV-C57 rocket.

The Aditya-L1 mission, aimed at studying the Sun from an orbit around the L1, would carry seven payloads to observe the photosphere, chromosphere and the outermost layers of the Sun, the corona, in different wavebands.

Aditya-L1 is a fully indigenous effort with the participation of national institutions, an ISRO official said. ISRO recently landed the Chandrayaan-3 Vikram lander on the dark side of the moon on August 23 at 6:4 pm. The entire world witnessed the historic space exploration event through online streaming on various platforms.

PM Modi has also joined the live streaming and witnessed India become the first country to land on the South pole of the moon. The Chandrayaan-3 was launched to explore the surface of the moon and examine the presence of water on the moon.

Voting should not be based on Hindu andMuslim names."
However, Peoples Democratic Party (PDP)president Mehbooba Mufti took a dig at Azad and said, "I don't know how far back he went (in time) and what knowledge hehas about his ancestors. I would advise him to go way back and maybe he will findsome apes there in the ancestors."
"'Some BJP leader said some (Muslims)have come from outside and some have not. Nobody has come from outside or inside. Islam came to existence just 1,500years ago. Hindu religion is very old.Around 10-20 of them (Muslims) must have come from outside, some were therein the Mughal army" Azad said as reported.

Meanwhile, senior BJP leader Kavinder Gupta agreed with Azad's remarks and said the people used to practise Hinduism before "invaders" brought in other religions.

Gupta, a former deputy chief minister.

Meanwhile, Vishwa Hindu Parishad (VHP) and Bajrang Dal have welcomed Ghulam Nabi Azad's statement that the majority of Indian Muslims have converted from Hinduism.

‘Bharatiya Nyaya Sanhita' BNS Bill 2023 proposes in India's criminal laws
MAJOR CHANGES Elaborates

The Government of India has presented the 'Bharatiya Nyaya Sanhita' (BNS) Bill 2023 in the Parliament. The bill seeks to replace the country’s colonial-era Indian Penal Code (IPC), proposing a number of changes in the existing provisions. The proposed changes including provisions related to defamation, offence against women and attempt to commit suicide.

Proposal to repeal the offence of sedition under the IPC is one of the highlights of the BNS Bill, 2023. Another highlight is provision for capital sentence as maximum punishment for crimes such as mob lynching and rape of minors.
The BNS Bill contains 356 provisions as compared to 511 sections in the IPC. Here are the major changes it proposes.

Sedition - With respect to IPC, section 124-A deals with offence of sedition, prescribing sentence of life imprisonment or imprisonment which may extend to three years, to which fine may be added. Meanwhile, the BNS Bill’s provision 150 under the chapter pertaining to offences against the State covers acts endangering sovereignty, unity and integrity of India. The section says, “Whoever, purposely or knowingly, by words, either spoken or written, or by signs, or by visible representation, or by electronic communication or by use of financial mean, or otherwise, excites or attempts to excite, secession or armed rebellion or subversive activities, or encourages feelings of separatist activities or endangers sovereignty or unity and integrity of India; or indulges in or commits any such act shall be punished with imprisonment for life or with imprisonment which may extend to seven years and shall also be liable to fine.”

Murder - The offence of murder covered under section 302 of the IPC, is covered under provision 101 of the BNS Bill. The punishment, life term or death sentence, remains unchanged. Provision 101 (2) of the BNS Bill says, "when a group of five or more persons acting in concert commits murder on the ground of race, caste or community, sex, place of birth, language, personal belief or any other ground each member of such group shall be punished with death or with imprisonment for life or imprisonment for a term which shall not be less than seven years, and shall also be liable to fine."
Snatching - Another change is a new provision on "snatching" under section 302 of the BNS Bill. It says, "Theft is 'snatching' if, in order to commit theft, the offender suddenly or quickly or forcibly seizes or secures or grabs or takes away from any person or from his possession any moveable property." It proposes imprisonment of up to three years, and liability to fine for whoever commits snatching.
Terrorism - In a first, the BNS Bill defines terrorism, which was not done in the IPC. Provision 111 of the BNS Bill mentions, "A person is said to have committed a terrorist act if he commits any act in India or in any foreign country with the intention to threaten the unity, integrity and security of India, to intimidate the general public or a segment thereof, or to disturb public order by doing an act."
Defamation - IPC directs a punishment of simple imprisonment of up to two years, or with fine, or with both for the offence of defamation. The BNS Bill adds community service to the punishment, proposing a simple imprisonment of up to two years, or with fine, or with both or with community service. Suicide - From a sentence of up to one year or with fine or both under section 309 of IPC, section 224 of the BNS Bill covers suicide proposing, "whoever attempts to commit suicide with the intent to compel or restrain any public servant from discharging his official duty shall be punished with simple imprisonment for a term which may extend to one year or with fine or with both or with community service."

Marrying a woman, having sexual intercourse with a woman using “deceitful means”
Section 69, dealing with sexual offences against women and children, of the BNS Bill says "Whoever, by deceitful means or making by promise to marry to a woman without any intention of fulfilling the same, and has sexual intercourse with her, such sexual intercourse not amounting to the offence of rape, shall be punished with imprisonment of either description for a term which may extend to ten years and shall also be liable to fine."
"Deceitful means" is explained to include the false promise of employment or promotion, inducement or marrying after suppressing identity.

ISRO shared mesmerising photos of Earth and Moon captured by Chandrayaan-3's cameras. Earth's picture was captured by the Lander Imager (LI) Camera on the day of the launch. Moon's image was captured by Lander Horizontal Velocity Camera (LHVC) a day after Lunar Orbit Insertion as Chandrayaan-3 has entered the lunar orbit.and inching closer to the Moon's surface.

The world witnessed the.historic Ilift-off of Chandrayaan-3 on July 14. ISRO launched India's third lunar exploration mission from Satish Dhawan Space Centre in Sriharikota on July 14. If successful with
Chandrayaan-3 mission, India will likely become the first country in the world to reach the less explored south pole of the Moon. The retrofitting of engines brought 'Chandrayaan 3' closer to the Moon's surface, now to 174 km x 1437 km on August 09. On Aug 07, ISRO released images of the Moon captured by Chandrayaan-3 during the Lunar Orbit Insertion.

Chandrayaan-3's lander and rover are due to reach the surface on 23 August. If successful, India will be the first country to perform a controlled " soft landing" near the south pole of Lunar. It will also become only the fourth to achieve a soft landing on the Moon after the US, the former Soviet Union and China.

Hope for a positive Zero speed positive soft landing that will push India to Much higher research on space science and Lunar.

India's First Indigenous 700 MW Nuclear Power Reactor Begins Commercial Operations
India's first domestically developed 700 MW nuclear power reactor at the Kakrapar Atomic Power Project (KAPP) in Gujarat commenced commercial operations on 30 June, as confirmed by a senior KAPP official to news agency PTI.
KAPP-3 is a first- of - its-kind indigenous 700 MWe pressurised heavy water reactor (PHWR) — designed by Indian scientists and engineers, its components and equipment manufactured by Indian industry, and the construction and erection undertaken by Indian contractors, as tweeted by the Department of Atomic Energy.
KAPP-3 achieved its first criticality — a controlled, self-sustaining nuclear fission chain reaction for the first time — on the morning of 22 July 2020.
Currently, the KAPP-3 unit is operating at 90 per cent of its total power capacity.
The Nuclear Power Corporation of India Limited (NPCIL) is constructing two 700 MW PHWRs at Kakrapar, which is also home to two 220 MW power plants.
At KAPP-4, various commissioning activities are in progress, with a reported achievement of 96.92 per cent by the end of May, according to officials.
NPCIL has approved the construction of 16 700 MW PHWRs through out the country. This includes both the financial and administrative sanctions for the project.
Currently, the construction of 700 MW nuclear power plants is in progress at two locations: Rawatbhata in Rajasthan (RAPS 7 and 8) and Gorakhpur in Haryana (GHAVP 1 and 2)
In order to boost indigenous development, the government has given the green light for the construction of 10 PHWRs. These will be built in fleet mode at four different locations: Gorakhpur in Haryana, Chutka in Madhya Pradesh, Mahi Banswara in Rajasthan, and Kaiga in Karnataka.
