Ministry of MSME Boosts Sector Growth with RAMP Program and Four Strategic Sub-Schemes

NEW DELHI The Ministry of Micro, Small and Medium Enterprises (MoMSME) has intensified its efforts to modernize Indias MSME sector through its flagship RAMP (Raising and Accelerating MSME Performance) program. Supported by the World Bank, the RAMP scheme is a central sector initiative designed to strengthen institutional governance and improve access to markets and credit for the nations 63 million small businesses.
The program specifically focuses on bridging the gap between Central and State-level governance while facilitating a smoother transition for MSMEs into the formal and "green" economy.
Four Pillars of Transformation
To ensure targeted support, the Ministry has integrated four specialized sub-schemes under the RAMP umbrella:
MSME TEAM Initiative: This initiative focuses on "Technology Upgradation and Enabling MSMEs." It deploys a dedicated cadre of professionals to provide handholding support and outreach, ensuring that even rural enterprises can access modern tools and technical assistance.
MSME SPICE Scheme: Short for "Scheme for Promotion and Investment in Circular Economy," SPICE aims to make Indian MSMEs sustainable. It offers credit-linked capital subsidies (up to 25% for brownfield projects) to encourage businesses to adopt circular economy practices and waste-to-wealth technologies.
MSME GIFT Scheme: The "Green Investment and Financing for Transformation" scheme provides interest subvention and risk-sharing facilities. It incentivizes MSMEs to adopt clean energysuch as solar and windby lowering the cost of green financing through a 2% interest subvention.
MSME ODR Portal: To tackle the perennial issue of delayed payments, the "Online Dispute Resolution" portal offers a paperless, cost-effective alternative to traditional litigation. It allows MSMEs to resolve commercial disputes and payment issues through digital mediation and conciliation.
Building a "Viksit Bharat"
The RAMP program aligns with the governments vision of a self-reliant India. By strengthening "Centre-State collaboration," the Ministry ensures that policy benefits reach the grassroots level effectively.
"RAMP is not just a financial scheme; it is an ecosystem-building exercise. By focusing on greening, digitalization, and dispute resolution, we are preparing our MSMEs for the global supply chains of the future," stated a senior Ministry official during a recent review.
