Delegation Urges Relocation of Medical College from Ludhiana Civil Hospital Amid Hygiene, Construction Violations

A delegation led by Labour Party president Jai Gopal Dhiman met Assistant Commissioner Captain Gurpreet Kaur on Wednesday, raising alarms over rampant filth, rule-breaking construction, and threats to green cover at the Civil Hospital, while demanding a medical college be built on 10-20 acres in the Kandi area instead.
Dhiman highlighted the hospital campus's inadequacy for a medical college, warning it would severely impact existing health services for residents. "A medical college isn't a one-day project; it requires at least 10-20 acres for children's serene study environment, research facilities, infrastructure, playgrounds, and stable surroundings," he said. He argued the hospital's dense urban locationsurrounded by rising pollution, industries, noise, and parking woeswould harm nearby residents, exacerbate city congestion, and create an unsuitable learning atmosphere amid growing population pressures.
The group cited multiple violations: unchecked garbage and wild weed overgrowth breeding mosquitoes in stagnant puddles; a building under construction in the civil surgeon's presence flouting all norms without public disclosure of plans, timelines, project costs, or the contractor's name. Dhimaan called for a minimum 20-30 crore fine on the errant firm, terming it a "grave mistake" endangering public health.
They also protested numbering of trees by the Forest Department for felling, defying Punjab and Haryana High Court bans and green belt protections. "We'll exhaust every effort to save them, including approaching the National Green Tribunal over the green belt destruction," Dhiman vowed.
Dhiman appealed to citizens to join the cause, promising meetings with the public soon.
