Bihar: Regular Teachers Face Pending Salaries and Arrears Issues

Bihar: Approximately 79,000 regular teachers in Bihar are experiencing pending salary payments for three months, including arrears of Dearness Allowance (D.A.) spanning up to four years. Despite budget allocations amounting to ten billion five million four crores for salary disbursement in March and April, salary dues remain unpaid due to alleged corruption and administrative delays. Various categories of teachers including BPSC, special exclusive, confined temporary, and Niyojit staff are affected. The Bihar Chief Minister had approved the budgets, but payments have not been processed by the treasury and income tax deductions have further complicated the issue.

Siwan district reports around 2,000 teachers suffering from financial hardships, including lack of funds for basic necessities such as food, fuel, and transportation. Complaints highlight corruption and bribery in the payment process, with officials and agents reportedly demanding kickbacks. Appeals have been made by teachers and human rights bodies including the World Human Rights Protection Commission and the National Anti-Corruption Commission for intervention and timely release of salaries. Letters and notices have been issued by the Samagra Shiksha Abhiyan and Bihar Education Department, but the resolution remains pending.
