RLD Leader Mohammad Anees Choudhary Slams "Organized Loot" by Banks; Demands Universal Zero-Balance Accounts for the Poor
JAMMU: Mohammad Anees Choudhary, General Secretary of the Rashtriya Lok Dal (RLD) Jammu and Kashmir unit, has issued a scathing critique of the banking sector’s policy of deducting "maintenance charges" and "minimum balance penalties" from the accounts of ordinary citizens. He termed these practices as "back-breaking" (Kamar Tod) for the poor and marginalized sections of society.
Addressing the media, Mr. Choudhary highlighted that while the government promotes a Digital India, the banking system continues to exploit the very people it is supposed to serve. "A poor man deposits his hard-earned savings for safety, only to find the bank eating away at those savings through hidden fees and maintenance penalties. This is not service; this is exploitation," Choudhary stated.
Key Demands Raised by Mohammad Anees Choudhary:
Universal Zero-Balance Policy: Every citizen should have the right to a Zero-Balance Savings Account by default, without the fear of penalties.
Abolition of Maintenance Fees: The government must immediately ban all service charges that penalize customers for low balances, especially for those in the low-income bracket.
Automatic BSBD Conversion: All existing savings accounts held by daily wagers, farmers, and casual laborers should be automatically converted to Basic Savings Bank Deposit (BSBD) accounts as per the latest RBI 2026 guidelines.
Accountability for Banks: Just as common citizens are fined for minor lapses, banks should be held accountable and fined for failing to provide transparent, cost-free services to the poor.
"The Rashtriya Lok Dal will not stand by while the common man is treated as a revenue source by big financial institutions," Choudhary warned. "If the government and the RBI do not take immediate steps to end these predatory schemes, we will be forced to launch a public advocacy campaign to ensure justice for the common man."
He concluded by urging the Finance Ministry to prioritize the financial dignity of the citizens over the profit margins of the banks.

Strategic Advice for Your Campaign:
Refer to RBI’s 2026 Rules: The RBI recently updated BSBD (Basic Savings Bank Deposit) rules to include more free services (like 25 free cheque leaves and unlimited digital transactions). You can use this to argue that these features should be the minimum standard for everyone.
