​RLD Leader Mohammad Anees Choudhary Demands Comprehensive Reform of Ration Card System in J&K; Calls for Central Oversight in Upcoming Census
​JAMMU, J&K – Mohammad Anees Choudhary, General Secretary of the Rashtriya Lok Dal (RLD) Party, Jammu and Kashmir Unit, today issued a scathing critique of the current Public Distribution System (PDS) in the Union Territory. Highlighting the plight of thousands of neglected families, Choudhary urged the government to overhaul the identification process for BPL (Below Poverty Line) and AAY (Antyodaya Anna Yojana) beneficiaries.
​Key Demands for Reform
​Elimination of the "Invisible Families" Crisis:
Choudhary pointed out the irony of families living in J&K for decades whose children have reached adulthood, yet they still do not possess a basic ration card. "It is a failure of the local administration that entire generations are being born and raised without the food security they are legally entitled to," Choudhary stated.
​Transparency through Central Oversight:
With the upcoming Census, the RLD leader demanded that the process be conducted with absolute transparency. He called for the inclusion of Central Government monitoring teams to ensure that local biases or administrative lapses do not lead to the exclusion of the poor.
​Automatic Post-Marriage Registration:
Choudhary proposed a new policy mandate: "Marriage must trigger immediate eligibility." He argued that once a citizen marries, the government should facilitate the issuance of a new ration card or the seamless transfer of names without the current bureaucratic hurdles that leave young couples without rations for years.
​Review of BPL and AAY Allocations:
The General Secretary highlighted a growing disparity where those truly in need are left out while ineligible individuals continue to reap the benefits. He demanded a "ground-zero verification" to ensure BPL and AAY benefits reach the actual doorsteps of the impoverished.
​Critique of the APL Rice Quota
​Choudhary specifically addressed the "meager" rations provided to the Above Poverty Line (APL) category in the Jammu region.
​"Providing only 1kg of rice per member per month to APL families is not support—it is a mockery. In a region where rice is a staple, this quantity is insufficient for even two days. The government must significantly increase this quota to ensure every citizen has enough to eat."
​Closing Statement
​The Rashtriya Lok Dal J&K Unit warned that if the administration fails to address these systemic gaps during the Census and within the Food, Civil Supplies & Consumer Affairs Department, the party will launch a massive peaceful protest to safeguard the rights of the common man.
​“We don't just want a Census; we want a fair accounting of every hungry mouth in Jammu and Kashmir,” Choudhary concluded.
