Honorable Minister of Agriculture, Government of Jammu and Kashmir


Subject: Serious Questions Regarding the Effectiveness of the Law Enforcement System in the Agricultural Sector
On behalf of the farmers of Jammu and Kashmir, this article is being presented before you to highlight a critical issue. The government established a "Law Enforcement Department" to ensure transparency and quality within the agricultural sector. The primary objective of this department is to ensure that farmers receive accurate, certified, and high-quality fertilizers in a timely manner, and that distribution is carried out exclusively by licensed wholesalers and retailers.
However, the reality on the ground appears to be starkly different.
The current situation is such that the private companies entrusted by the government—under the subsidy scheme—with the responsibility of delivering fertilizers to farmers are supplying only to a select group of dealers. These dealers are accorded preferential treatment, placing them on a priority list, while many licensed wholesalers and retailers are unable to procure fertilizers in a timely fashion.
This has a direct impact on the farmers:
Farmers do not receive fertilizers on time.
The likelihood of black marketing and overpricing increases.
Questions regarding quality also arise.
Most concerning is the fact that the Law Enforcement Department—whose mandate is to oversee this entire system—does not appear to be playing an effective role in this regard. Neither is any substantive dialogue being established with the companies, nor is it being ensured that all license holders receive equal opportunities.
This raises the following questions:
Are the companies operating in accordance with government regulations, or are they acting arbitrarily?
If the government issues the licenses, why do the companies supply only to a select few?
What, then, remains the actual role of the Law Enforcement Department?
Honorable Minister, I humbly request that clear and stringent policies be formulated to address this matter. It must be ensured that:
Fertilizers are supplied equitably to all license holders;
Law enforcement agencies actively discharge their responsibilities;
There is transparent coordination between the companies and the department; and
Safeguarding the interests of farmers remains the utmost priority.
Agriculture is not merely a profession; it is the backbone of our society. If this system lacks transparency and fairness, it will have a direct impact on the income of farmers and the food security of the nation.
It is expected that immediate attention will be devoted to this grave issue, and that the necessary measures will be taken.
