Welfare schemes should bring revolutionary changes in people's lives.

Social philosopher and writer OU retired professor Kancha Ilayya said that the welfare schemes formulated by the central and state governments in the country should bring revolutionary changes in the basic lives of the people.
On Monday, a national seminar on the topic "Popular Policies after Liberalization in India" began at the Senate Hall under the auspices of the Department of Political Science of Kakatiya University. The program was presided over by the seminar director and KU Registrar Professor V. Ramachandram.
Professor Kancha Ilayya delivered the keynote address while the chief guest of the national seminar was OU retired professor Kodandaram, the guest of honor was KU Vice Chancellor Professor K. Prathapareddy, and the speakers were Dr. K. Srinivas, editor of a leading magazine, and KU Dean of Social Science Professor B. Suresh Lal.
Speaking on the occasion, Professor Kancha Ilayya recalled that the then Prime Minister Indira Gandhi launched welfare schemes in the country in the name of Garibhi Hathao in 1971. He said that the liberalization policies implemented in the country since 1991 have been 90 percent useful for the expansion of the business of hundreds of upper caste private investors, while only 10 percent have been useful for the rural people. This has increased inequalities in all sectors of society, he said. He said that welfare schemes have been brought to calm the increasing frustration, depression and dissatisfaction among the people and to consolidate votes, seats and political power. He said that the Modi government is allocating 40% of the funds in the central budget for the development of corporate investors. He said that there is a need to allocate more funds in the budget for the development of the poor of the country, along with free education and medical care, as well as the development of the elderly and disabled.
Dr. K. Srinivas, editor of a leading magazine, said that from 2004 to 2014, the UPA government at the center brought welfare schemes and various laws to eradicate inequalities in society and gave people the right to welfare schemes. But today, he said, the welfare schemes are being weakened one by one in the marketization followed by the Modi government.
OU retired professor Kodandaram said that the real welfare schemes are those that free people from poverty, hunger and suicide.
Today, the Modi government in the country is implementing new economic and liberalization policies in line with the US,
He said that the trade agreements made with the US and European countries are in danger of becoming extremely harmful to the interests of the people of the country. He said that imposing zero tariffs on the country's exports, paying 18 percent tariffs on imports of agricultural and commercial products from the US and Europe, and signing an agreement to import goods worth 550 million dollars a year are very dangerous for the country's economy.
He said that the central government's control over the country's economy is causing development in various states, and the federal system of the country is in crisis due to the policies followed by constitutional institutions.
A volume of seminar articles presented by various researchers was unveiled at this national seminar.
