RLD Leader Mohammad Anees Choudhary Demands Ownership Rights for Nomads and Landless Families in J&K

Mohammad Anees Choudhary, General Secretary of the Rashtriya Lok Dal (RLD) Jammu and Kashmir unit, has issued a powerful appeal to the Government of Jammu and Kashmir, urging immediate intervention to provide permanent land ownership rights to the marginalized Gujjar, Bakarwal, and other landless communities.
Highlighting the plight of nearly 2.5 lakh nomadic people (Khanabadosh), Mr. Choudhary emphasized that despite living in the region for generations, a vast population remains without a permanent roof or legal claim to the land they inhabit.
Key Demands Outlined by RLD:
Granting "Malikana Huqooq" (Ownership Rights):
Families belonging to all religions and categories who have been residing on specific lands for the last 30 to 40 years should be granted legal ownership. Mr. Choudhary stated that uprooting these families after decades of occupancy is a grave injustice.
Permanent Settlement for Gujjars & Bakarwals:
The nomadic Gujjar and Bakarwal communities, who represent the backbone of the region’s pastoral economy, are often left homeless due to seasonal migration. The government must implement a dedicated land allotment policy to provide them with permanent residential plots.
Comprehensive Law for the Landless and Homeless:
While the government has previously discussed land allotment orders, Mr. Choudhary stressed that the current schemes are insufficient. He called for a new, inclusive law that specifically identifies and provides housing land to every "Landless" and "Homeless" citizen in Jammu and Kashmir.

"There is a massive population in Jammu and Kashmir, spanning all religions and communities, that is struggling for a sense of belonging. Whether they are the nomadic Gujjar-Bakarwals or the urban landless, these people deserve more than just temporary shelters. We demand that the J&K administration grant them permanent ownership rights so they can live with dignity and security."
The Rashtriya Lok Dal (RLD) has warned that if the administration fails to formulate a concrete policy to address these grievances, the party will be forced to launch a peaceful protest to safeguard the rights of the poor and marginalized.
