Indian Pharmacists Association (IPA), Manipur State Branch also submits its strong objection to Government Order on OSD Drug Controller,DHS.
Our specific concern is with Sl. No. 25 of the said order, whereby Dr. Meitankeishangbam Premchan Singh has been posted as OSD to the Drugs Control Department. The Drugs Control Department is a highly technical wing governed under the Drugs & Cosmetics Act and Rules, 1945. As per Rules 49, 49A, 50 and 50A, posts related to drug regulation and control must be held only by persons possessing prescribed pharmacy qualifications and relevant experience degree or Master’s qualification in Pharmacy / Pharmaceutical Chemistry (or other notified specialisations), and
Posting a Medical Officer without the mandatory pharmacy qualification to the Drugs Control Department is contrary to statutory provisions, legally untenable, and not compliance to drugs and cosmetics rules 1945 and insult pharmacies community
In view of the above, we strongly demand that the posting at Sl. No. 25 be withdrawn or rectified within 7 days. Failing a positive response, the IPA will be compelled to initiate appropriate agitation in coordination with like-minded organizations.
