
Objection to Government order for OSD Drug Controller,DHS by GS,MRPAM
With due respect, we, the Meitei-pangal Registered Pharmacist Association of Manipur (MRPAM) , 1st Floor Excel Diagnostics, hafiz Hatta, Imphal East -795005, Manipur State wish to place on record our serious objection to the Government Order No. MED402/3/2025-HS-HEALTH dated 25th January 2026, which includes postings and transfers made in violation of the Drugs & Cosmetics Act and Rules, 1945.
We would like to draw the special attention of your good office to Sl. No. 25 of the said order, wherein Dr. Meitankeishangbam Premchan Singh has been transferred and posted as OSD to the State Drug Controller, DHS.
Sir, the State Drugs Controlling Authority Department is a highly technical wing governed strictly under the Drugs & Cosmetics Act and Rules, 1945. As per Rules 49, 49A, 50 and 50A, the posts relating to drug regulation, licensing, inspection, and control require prescribed technical qualifications, namely:
A degree qualification in Pharmacy / Pharmaceutical Chemistry (or other notified specialisations), and adequate experience in manufacture, testing, or enforcement of the Drugs & Cosmetics Act.
Further Md Ajimuddin Shah (General Secretary) expresses that the posting of a Medical Officer, who does not possess the mandatory pharmacy qualification as prescribed under the Rules, to the Drugs Control Department as OSD is not in conformity with the statutory provisions of the Drugs & Cosmetics Act and Rules, 1945. Such a posting is legally untenable and sets an unhealthy precedent that compromises regulatory integrity and public health safeguards.
